This information comes to us somewhat circuitously, but seems legit. A friend (Sira) was doing AGI/Eva dagger trials with Headsparkle (Level 90 JP Terpsichore holder) on Asura, and noticed that he could go Step -> Reverse Flourish for the full 5/5 TP return all the time.
