In 883 C.E. Kam'lanaut, the Archduke of Jeuno, proposed the concept now known as Conquest. The purpose was to eliminate the threat of the beastmen hordes against travelers and small villages. His plan was to award control of regions to the nation that did the most to secure it.
In 884 C.E. representatives from the Republic of Bastok, the Kingdom of San d'Oria, and the Federation of Windurst gathered in Selbina and ratified the "Selbina Pact for Conquest". As a result, the leaders of the three nations authorized adventurers to represent their nations in their Conquest efforts.
