I also got this with fame 2, but I was unable to flag it until I completed certain quests in Western Adoulin. Last one I finished before getting access to this one was The Starving, but I'm not sure if its related cause I did a bunch in a row. --Souf 09:54, 24 April 2013 (EDT)--
I managed to get that quest right after finishing The Old Man and the Harpoon, I couldn't get it before completing that quest and my fame level didn't change. I updated the article with that information. --Soily (talk) 06:09, 20 July 2013 (EDT)
