Was grinding for this guy's and other Eve KIs tonight, off and on Wide Scanned for 2.5 hours without a pop, started killing enemies and got a spawn 12 minutes after I started killing and 24 minutes after I killed the first one. Can someone else confirm lotto or timed either way?
Timed Lottery
I'm certain it's a timed lottery. I ran into the same issue waiting for 45 mins for Gangly Gean to pop. I started killing Trotting Saplings after that and around 10~15 mins afterward he showed up on wide scan. Not sure which sapling(s) are PH specifically, or if all saplings are PH, but Gangly is definitely a timed lottery. --Chizel
