Tests done mostly by Phaffi, Red Mage extraordinaire, with the assistance of Byrth's glorious cape-wearing mule Sjugy.
Control Self-Refresh: 2.5 minutes duration
Self-Refresh with cape the whole time: 3 minute duration
Phaffi Refresh, no gear, cape removed after Refresh landed: 3 minute duration
Phaffi Refresh II, no gear, cape removed after Refresh II landed: 3 minute duration
Phaffi Refresh II, 30% from AF3+2 feet and AF3 cape: 3:54 duration
Phaffi Refresh II, Composure with 5/5 AF3+2 and AF3 cape: 5:50 (close enough to 5:51 for me!)
So it's either +20% or +30 seconds to the base before mods. It gives the same result.
