Testing
Started with 1000 tools and no merits or other sources of NTE. Sat there and spammed spells (via a script) until they were all gone:
- 1535 casts with 1000 tools = 1000/1535 = 65% tool consumption rate = 35% proc rate
- 35% +/- 2.4% proc rate

I forgot to remove Haste and Refresh casts, so without them it's 1437 casts in 1000 tools, or 30.5% proc rate ± 2.4%. Likely a 30% proc rate. --Byrthnoth 01:51, 14 January 2013 (EST)
