If you have a promotion floating (I had PFC > Superior Private ready to go, apparently), talking to Naja will start this quest, but then when you come back for the reward, talking to her will start the promotion quest instead. Go buy the KI from the Curio Vendor Moogle and come back and you can complete the quest just fine. No idea how that ridiculous set of event priorities got put into the game, but there it is. If you have recently completed The Voracious Resurgence, you may receive that cutscene and reward from Halver, instead. You'll need to zone out and back to receive the required cutscenes. --Raineer (talk) 23:57, 10 April 2024 (UTC)
